Mauritius remains one of Africa’s more stable democracies, characterized by regular competitive elections, relatively strong institutions, peaceful transfers of power, and a multi-ethnic society that has generally maintained social cohesion since independence. However, concerns over corruption, political interference, surveillance, restrictions on independent media and civil society, economic inequality, and cost-of-living pressures have raised questions about the resilience of its democratic institutions. Gender-based violence also remains a significant concern, with thousands of domestic violence cases reported annually and persistent gaps in women’s political representation. While there is currently no evidence of systematic targeting of an identity group or mass atrocity risk, growing political polarization, restrictions on civic space, and governance challenges warrant continued monitoring.
