Djibouti is a strategically important state marked by long-standing political authoritarianism, ethnic divisions between the Issa majority and Afar minority, and a legacy of civil war and human rights abuses. Power remains concentrated within a narrow ruling elite, while political opposition and civic space face significant restrictions. Although large-scale violence is not currently occurring, unresolved grievances, limited accountability, and entrenched polarization place Djibouti at an elevated risk of future mass atrocities, highlighting the need for political reform, greater human rights protections, and accountability for past abuses.
