Details

Qatar’s migrant workers are subject to exploitation and abuse under the Kafala, or sponsorship, system, which gives employers total control over a migrant worker’s immigration status. Though Qatar made significant labor reforms in 2020 that would have effectively ended the Kafala system, the Shura Council recommended eliminating most of those reforms in February 2021. Migrant workers continue to face structural racial discrimination through a de facto caste system. The Anti-Defamation League has also found that anti-Semitism is still taught in Qatari schools despite recent changes to the curriculum.
