This “Preventing Ethnic Genocide: Policy Guidance Note” was written by Professor Kimani Njogu, the Director of Twaweza Communications, a linguist, literary critic and cultural scholar; and
Professor Gregory Stanton, founding President and Chair of Genocide Watch.
In 2000, Professor Stanton published the proposal that led to the establishment of the Office for Genocide Prevention at the United Nations.
This Policy Note was commissioned and supported by the United Nations Office
of the Special Adviser on Prevention of Genocide (OSAPG). It was the
Policy Guidance Note for a OSAPG Workshop on Preventing Ethnic Genocide held at the Aegis Trust Kigali Genocide Memorial in Kigali, Rwanda in November 2024.
As a United Nations published document it is in the public domain. It may be be republished freely without alteration and with credit to the UN Office for Genocide Prevention, Professor Kimani Njogu, and Professor Gregory Stanton, its authors.
